Detailed description of the Good Practice

In Komarovo village of Myadelsky district of the Minsk region the work in the field of sustainable development of the rural community was initiated by director of Svirsky Agricultural Lyceum Eduard Antonovich Voitekhovich. To date a lot has been done to revive the village, the majority of characteristics of the Local Agenda-21 being inherent in this work. Eduard Voitekhovich is the author of a unique strategy of rural development combining a powerful educational component and practical implementation of industrial projects based on the unique potential of Komarovo and using the possibilities of international cooperation.

Public association “Women for Revival of the Naroch Territory” was created and is working in Komarovo. This organization has carried out a number of successful projects aimed at increased sustainability of rural community development.
Within the framework of the UNDP “Support of Development of Civil Society in Belarus” (2003) Komarovo started revival of an old count’s country estate and a count’s part.
Under the auspices of the Eurasia Fund and with the funds provided by the US Agency of International Development (USAID) within the framework of the program of grants by "ISAR Inc" Corporation (USA) in 2004 an edition of the guide-map “Naroch and suburbs” as well as a series of postcards with photos of rural country estates receiving tourists were published and distributed. This provided informational-advertising support to the first burgeons of local initiatives in the field of rural tourism development.
In 2003-2004 the Program of Support of Belarus of the Federal Construction of Germany helped to implement the project “Energy equipment in vocational schools in Komarovo”. The components of the project were development of curricula in energy equipment and energy saving and their introduction into the educational process of the vocational school as well as development of energy saving measures with presentation of the relevant technical facilities. With the help of the Program of support of Belarus of the Federal construction of Germany the lyceum reconstructed the boiler house, installed high-efficiency equipment: the boiler running on the local fuel – wood – allows economy of resources for heating buildings and minimization of environmental pollution.
Within the framework of the UNDP “Stepping up of entrepreneurship through development of state and private sector partnership” the first Belorussian Center of Rural Entrepreneurship Development was opened in Komarovo in December 2004. Its tasks were provision of local residents with a complex of consulting services in issues of doing business in rural areas, assistance in creating new jobs, extension of the positive experience in the field of rural development to other regions. The Center’s staff members and the local core group are currently involved in creating a cluster of economic activity in the field of rural tourism uniting local residents for providing comprehensive services to tourists. The Center’s members conduct seminars, consultations in issues of rural tourism, organized a trip to Lithuania to study the experience of rural tourism development, created an Internet-site about Komarovo.
The priority tasks of the Center include attraction of investments for creation of a number of farming enterprises on the basis of a disbanded collective farm. At present the consumer citizens’ cooperative “Komarovo” Club of Mutual Assistance” is being registered. This organization will enable the citizens of the rural region to receive financial facilities in a more convenient and simplified form than from a bank, which will provide an additional possibility of using internal investments for rural area development.
In September 2006 the Ministry of Natural Resources and Environment organized conducting of a stage of the Republican Ecological Forum.
The local community’s leaders plan to create “Town of Craftsmen” that would revive the forgotten traditional crafts of the Naroch Territory: weaving, cane wickerwork, pottery, wood carving, smithcraft. The program of training in these crafts is supposed to include both adults and children.
Komarovo residents are also thinking of creating farms based on ecological agriculture. The early 2006 witnessed beginning of implementation of the project “Development of ecologically clean agriculture in “Narochansky” National Park” that was supported by the Programme of small grants of the Global Ecological Fund. The project activities will result in creation of a model of an ecologically clean farm that will allow both organization of a complete cycle of production of ecologically clean products and training and retraining of agricultural specialists.
