Detailed description of the Good Practice

The aim of the project was to develop more effective and efficient administrative, management and informative systems, thus improving the communication between the municipality and individuals. It includes the development of e-democracy and e-services scalable at a local government level. Main achievements are harmonization, re-organization and integration of back and front offices forming a collaborative eServices network between municipalities. It includes development of inter operable technology, data and applications architecture; common electronic document management system and citizen and business centred multi lingual web portal. To better suit necessities of citizens, the web portal can be personalized. Free e-mail account as well as news, public discussions, voting facilities and eServices are provided for each citizen. Special attention is paid to elimination of any barriers – lack of know-how, fear, physical restrictions or language – that might prevent citizens to accept innovations. Online tele-education courses are provided in teaching basic computer skills: work with Word, Excel, PowerPoint, e-mail, Internet. Hotline user support centre 24x7 available not only to municipalities but also to each citizen. Intelligent online assistant has been developed within the EU funded project AVANTI (Added Value Access to New Technologies and services on the Internet).

A special attention is paid to information needs of non-Latvian speaking residents and non-citizens – the web portal serves as a medium for spreading and exchanging information on political, cultural and educational issues not only in Latvian language, but also in languages of the ethnic minorities.
