Detailed description of the Good Practice

It is not a secret that big enterprises frequently become the most pollutants of the city environment. Big amount of harmful emissions in soil, atmosphere and water upset the balance of ecology not only of the concrete city, but the whole region and macro region also. Kaliningrad is involved into Baltic Sea Region environment protection process. And it is very important to put Kaliningrad ecology protection processes on the same level with European ones. One of the first steps to reach this level is additional education of top managers and specialists of enterprises, municipal servants, responsible for environmental policy of the city and other persons concerned. To implement this idea the Municipal Institution Environmental Centre « ECAT-Kaliningrad » in 2002 developed a special system of courses in the field of environmental protection, environmental safety and waste management. The main goal of this practice is : Reduction of man-caused impact on environment through implementing of additional education system.
During last 7 years more than 700 trainees including specialists of City Administration, regional administrations, heads and top specialists of the enterprises completed training.
The training seminars were organized and conducted not only in Kaliningrad, but in other towns of Kaliningrad region.
The programme is permanently updating with new modern information, laws, requirements and tendencies. Also each course could be redeveloped according to the trainees needs, filled in with specific information in specific fields. For example, for some enterprises a special course, named “Environmental management and Audit. Certification of the enterprise” was introduced into the programme for training of the specialists with the aim to improve the system of environmental quality management. Or medical staff, in addition to common programme, study the block, named “Medical waste”,

Objectives of the Good Practice

The main goal of this practice is : Reduction of man-caused impact on environment through implementing of additional education system.
From 2002 till the present time. The programme of the courses includes 112 academic hours. The following step of further development of the practice is working out of the distance learning courses programme and learning packs.
Results:
•Leaders and specialists of the enterprises and organizations get knowledge on environmental protection and practical skills;
•The units of environmental protection on several enterprises were established;
•Positions of specialists on environment, working under reducing of negative impact on environment, economy of natural and energy resources were introduced on some enterprises.

Funding of the Good Practice

Municipal budget finance, resources ECAT-Kaliningrad, financial resources of the enterprises. The total price of the course is 215 euro per one person. Usually, 10 courses during the year are held.

More Details of the Good Practice

This programme of the additional education in the field of environmental protection, environmental safety and waste management for the specialists of the enterprises and organizations is unique in our city. Before the courses have been started, all programmes in Kaliningrad were adopted only for pupils and university students.
Each course is based on the block - modular configuration. Module is rather separate part of the programme, which covers definite themes and allows studying these themes independently. Block is the part of programme, which includes several modules united by the common object. The information material of the modules is tailor-made depending on professional profile of the trainees.
Each student can select the block for in-depth study, which is more significant for his work and to get the consultation on interesting question.
The trainings are carried out as evening in-service tuition.
Gained knowledge, skills and experience during the education enables managers and specialists of the enterprises and companies to solve different problems in the field of environmental protection and environmental safety applying modern environmental and legal tools. Furthermore, gaining knowledge will promote the rising of professional training level of the technical staff, compliance of the rules and technical accident prevention, waste storage, waste treatment and waste utilization.
