Detailed description of the Good Practice

In order to address the growing challenges that the Municipality of Ludwigsburg and its citizens are facing, a new "decision making" process is created. The focus is directed on the social, economical and environmental sectors and their intersections, which are vital parts of the development of the city. In order to reach successful results three factors are taken into account:cooperation between communities, cooperation between economy and administration, citizen s volunteer engagement. These three factors need though to be directed and this role of "driving force" is reserved to a modern administration. This process towards a modern administration is conducted with the creation of a Master Plan: the involvement of the different parts of the Community is the Key point of departure, discussion confrontation and decision are then the general steps.

The elaboration of the Master Plan requested different phases. The participation of the City Administration(driving force), Town council(Management and Monitoring) and the constant involvement of Citizens(as individuals or Institutions) has produced the following stages:Public Opinion gathering( by different questionnaires and open questions);Discussion at the Beginning( where the different topics of the Future placing of the City in responding to impulses from Society was addressed); Dialog Summer(Confrontation with again the topic of the Future as a Core);Future Search Conference 1(discussing groups belonging to the different Main Actors were pushed to confront about visions for development, common ground reached by open discussions); Future Search Conference 2( where again confrontations and projects held by citizen were discussed, establishment of "open discussion" as a future resource of decision making).

Objectives of the Good Practice

The process resulted in the creation of a Master plan, where under a common built understanding, higher principles are guiding as factors of success towards the Town development Plan and its Guidance, which will have an implementation report and an evaluation. The time frame was between 2004 and 2006.Building shared vision of the City future.

Participants of the Good Practice

The Main actors of the Development Plan are the Town Council, City Administration and The Actors in the City(citizens).

The town Council has strengthened its position in the City by increasing the democratic participation. At the same time the citizens could improve their identification with the Municipality, and by doing so fortifying their active participation. The administration has provided the town Council with better basis for their decisions, and has achieved the promotion of the local community integration.

Target group of the Good Practice

The target group is namely the Citizens, who are involved in the different stages of the decision making process.
