ALVARI - Channel for Local Democracy


Detailed description of the Good Practice

Alvari is a channel of interaction between the city and its residents. Through it the residents get information over the matters going on in their living surroundings and are also able to have an influence on the planning of their neighbourhood and services in the area. On the other hand it’s a way for the city to get information about the local district which helps in decision-making and generally running the city.

Objectives of the Good Practice

To involve citizens in decision-making through various methods of participation:

  • Alue-Alvari: a local working group consisting of citizens and representatives of organizations/ associations that discusses a wide range of matters;
  • Netti-Alvari: a jury gathered of citizens that mostly works through the internet. The city can consult it with matters related to the district and its services.

The activity is co-ordinated by interaction planners who work in the city administration. The activities are planned, realized and developed in co-operation between the city and the citizens.

More Details of the Good Practice

At the moment the Alue-Alvari has been divided into two subgroups: the South and West of Tampere. As an example, the activities of the South Tampere group during the autumn of 2008 have included issues of elderly people, library services, city and traffic planning and the matters of children and the youth.
