Detailed description of the Good Practice
City of Gdynia has been implementing one of the first Intelligent Transport Systems (ITS) in Poland together with the cities of Gdansk and Sopot. The first phase of TRISTAR project was a pilot action implemented on Morska Street in Gdynia. There ITS was installed on a 4 km stretch, including 10 intersections, as it is one of Gdynia’s main transport routes and one of the main communication arteries in the whole Tri-City region.

Objectives of the Good Practice
The main objective of the pilot action was to increase the quality of public transport on Morska Street - influence time and comfort of travel, decrease congestion, and make more effective use of the street. If public transport improves more people might be persuaded to switch from using car to using public transport.

More Details of the Good Practice
The process for implementation involved installing the ITS on a 4 km stretch of Morska Street that includes 10 intersections. Traffic light priority was given to public transport at these intersections. Fifty trolley buses were equipped with computer devices that enable priority management. If a trolley bus is approaching a traffic light, the green light duration is longer, allowing it to pass. If a trolley bus is waiting at a traffic light, then the red light is shortened. A training was organized for the drivers of the trolley buses to inform them how the traffic light priorities work. Other actions included loop detectors in street lanes, pedestrian detectors on crossroads, and new traffic lights at one intersection.
In order to measure the results of the pilot action, a travel and traffic analysis was conducted before the implementation phase and another one was done afterwards.
