Future Kärrtorp - a Communicative Planning Process

Detailed description of the Good Practice

New residences were to be built in Kärrtorp, a city district in Skarpnäck, Stockholm. Planning of the project "Future Kärrtorp" was implemented in a communicative cooperation with residents and other relevant stakeholders in the area.

First the city charted the opinions of the residents and other persons concerned and planned new habitation: The city elaborated an embracing planning groundwork on the basis of questionnaires from 400 households, depth interviews and discussions in vision groups, where the general public participated.

The planning groundwork was then introduced in an exhibition in Kärrtorp. Over 100 written proposals were received by the Stockholm City Planning Administration, on the grounds of which the exhibition supplemented and modified the planning groundwork. Thereafter the city began to elaborate proposals on complement buildings, which was again introduced in a program consultation.

Objectives of the Good Practice

Objectives:

To involve citizens & other stakeholders in the planning of their own neighborhood

Results:

The project "Future Kärrtorp" has succeeded pretty well. The project is a good example of how citizen involvement can improve urban planning and building processes.

According to the Stockholm City Planning Administration the project demanded more resources than a customary planning process, but they also believe that experiences of the pilot project will make similar projects more efficient in the future.
