Detailed description of the Good Practice

The ecological situation in the Tula region has become stable over the last years,but it is still rather complicated and the level of environmental pollution is high.
The situation with the neutralization and utilization of industrial and household waste is still complex on the territory of the region.
Discharge of sewage, transit and other water into water bodies has increased to 2,3% in comparison with 2000. Discharge of purified water according to the norms has decreased to 7,5%.
Provision of the population with qualified drinking water is a serious problem, as there is a lack of it in the majority of the settlements of the region.
Water-development works of the majority of the ponds and water-storage ponds need to be reconstructed and repaired urgently. Along with that, operations of water-development works in the present conditions may lead to dangerous for the population emergencies.
Geological environment, including water-bearing water levels, on the territory of the region is exposed to constant, intensified effect of a complex of industrial factors, stipulated by the impact of the landscape contamination with sewage water, activity products of industrial enterprises, industrial and household waste landfills.
Constant and special attention must be paid to the issues of radiation survey on the territories that were exposed to radiation as a result of the accident at the Chernobyl atomic power station. There are 1306 settlements with the population of 667,6 people in the zone of the radioactive contamination.
This ecological-radiological situation has a negative influence on the level of health of the population of the region. The sick rate of the population has increased from 870 to 1599 cases per 1000 people for the last years.
Negotiation of the mentioned above negative impact on the environment and the population of the region is possible only by taking complex steps in environmental studying, control and protection, natural resource management, solution of the issues of the ecologic and radiologic improvement of the territory of the region.

Objectives of the Good Practice

The goal of the programme is to enhance wellbeing of the population on the basis of the environmental improvement by decrease of its pollution, monitoring and ecological evaluation of the territorial condition and increase of the level of environmental awareness of the population.

The most important targeted factors:
The amount of household sewage water brought to the level of hygienic standards in Shekinsky, Lenisky, Efremovsky, Teplo-Ogarevsky districts and Tula;
a number of the population of Bogoroditsky district, provided with drinking water corresponding to the current norms of iron content;
the size of the territory of the city Novomoskovsk, covered with the system of measurement of the atmosphere;
the amount of storage and utilization of industrial and household waste on the built and put into operation landfills of solid waste;
a proportion of timber lands, that belonged earlier to the agricultural organizations, where timber arrangements according to the current norms were held;
a circulation of information editions handed to the library fund of the Tula region and to the stakeholders free of charge;
a number of held events on the issues of environment awareness and ecological education;
a number of the settlements, provided with the drinking water as a result of the executed search-operation works;
the level of work execution and availability of water protection bodies

The goals of the Programme:
• Decrease of the amount of discharge of contaminated sewage water into water bodies;
• Improvement of the quality of drinking water, given to the population;
• Provision of the effective control of the environmental conditions;
• Utilization and allocation of industrial and household waste;
• Management of forests that belonged earlier to the agricultural organizations, where timber arrangements according to the current norms were held;
• Increase of the level of awareness of the population in the ecological and environment protection issues;
• Management and protection of mineral-raw material resources of the region
