Development of the scenario for road traffic network optimization in Kaliningrad and the new software complexes implementation.


Detailed description of the Good Practice

Due to rising number of auto transport on the city’s streets the necessity to search the air pollution level and to find out the possibilities to optimize traffic on the streets in Kaliningrad appeared. During 2007-2008 years a project titled «KALiningrad AIR Pollution induced by traffic: modelling system design, installation and validation" was implemented in Kaliningrad. During the work the following aspects were analyzed: the road traffic situation, statistical data on qualitative and quantitative characteristics of the fuel, the organization and the age structure of public and private transport, atmospheric air pollution data. More than 100 000 indexes were analyzed and processed during the project. The models on atmospheric air emissions were developed.


Objectives of the Good Practice

Goal: Development of measures for the improvement of atmospheric air in Kaliningrad through the city transport system optimization.
Two independent investigations were carried out by Municipal Institution Environmental Center “ECAT-Kaliningrad”:
• The visual investigation of city road traffic network loading in different time of work-days and week-ends with the aim of analysis of city roads loading. The employees of Municipal Institution Environmental Centre “ECAT-Kaliningrad” together with students of Baltic State Academy of Fishing Fleet carried out the visual counting of transport vehicles at the main streets of the City of Kaliningrad. Data obtained during this traffic flow counting campaign were used in modeling in computer complexes CARUSO and TREFFIC;
• Laboratory analysis of atmospheric air condition in the city, which was carried out with the help of mobile laboratory equipments placed on the posts of city lighting.
Results: The transport, meteorological, emission and air pollution dispersion software models were developed; several scenarios for pollution level reducing induced by transport in Kaliningrad were worked out; experience and technologies exchange between European company and Russian organization during joint work on data collecting, carrying out of the investigations and modeling was established.

The project was started on 1.01.2007 and was finished on 31.12.2008. The project results were delivered to the City Administration and will be taken into account in the future when developing and reconstruction of the city traffic network.

Funding of the Good Practice

Project was financed by European Commission under Life Third Countries Programme. Total budget was 426 182 €. Percentage wise the contribution of European Commission was 66,63%, co-financing of "ECAT-Kaliningrad" was 9,7% and Aria Technologies - 23,67%.

More Details of the Good Practice

One of the municipal objectives is to make and maintain the favorable conditions for the citizens’ vital activity, including the decreasing of atmospheric air pollution. With the joint efforts of ECAT, the Transport Department (Administration of Kaliningrad City District), the Committee of Architecture and Building (Administration of Kaliningrad City District) and the Federal Inspection on Traffic Safety in the Kaliningrad region the complex of activities by the optimization of the road network was developed. Scenarios of the road network development till 2015 year were worked out.
Road transport is considered to be a major source of air pollution in Kaliningrad. Developed scenarios, for theirs’ turn, will help to optimize the road network and positively tell on the each citizen. The valuation of the basic atmospheric pollutants was carried out in compliance with the Russian and European air quality requirements.

In order to obtain the map of air pollution the field experiments with passive samplers (diffusion tubes) was done. It was the first such experiment in Kaliningrad region. The ECAT-Kaliningrad, ARIA and ASCAL (French laboratory) decided to study the following pollutants benzene, toluene, ethylbenzene, (o, m, p)-xylene (BTEX) and nitrogen dioxide (NO2). The points of measurements (the most sensitive to air pollution points – schools, hospitals and kindergartens) were chosen together with representatives of ECAT-Kaliningrad, ARIA and ASCAL. ECAT staff representatives were trained how to use, handle and transport passive tubes by the ASCAL (French laboratory) specialists. Then the samples were analyzed in ASCAL laboratory (Forbach, France) ASCAL.
The software modeling and forecasting with the help of computer complexes for solving problems of road traffic network optimization and atmospheric air improvement is unique and it was used on the territory of the Russian Federation firstly in Kaliningrad.
With the help of software complex CARUSO electronic city maps, showing the general loading of the road traffic network in the city and zones with the largest gathering of transport, were elaborated. With the help of software complex TREFFIC electronic maps were elaborated, which showed the level of the air pollution on the territory of the city and zones with the highest concentration of the pollution. The project involved into monitoring all parts of our city that means that analysis of the air was complex. Also it is very important that points, where the investigations were carried out, were situated near social-significant buildings like kindergartens, schools, hospitals with the aim of definition of negative impact on vulnerable groups of the population. The software programme ARIA Impact was developed and setup for the city. The software model was filled in with Kaliningrad data (emissions, topography and meteorological data), tests of the simulation quality have been carried out.
