Detailed description of the Good Practice

The planning process in the City of Horsens is very open and structured around strategic principles including goals, action plans and evaluation. Every citizen in the city can follow and influence the process from the concept phase to final implementation. The city attempts to involve its citizens in the planning via all modern methods and tools, from general meetings to citizens’ and users’ councils with democratically elected representatives. We also work with the city’s organisations, including NGOs.

The strategic planning process is both short- and long-term (4-25 years). The process also deals with all important policy areas such as the city’s physical structure and its policies concerning senior citizens, health, children and young people, vulnerable groups, culture, environment etc. This form of planning (HUP) was developed over many years. The results to date include major urban lift projects, a green recreational structure for the entire city, an ambitious environment improvement programme, and implementation initiatives, traffic safety projects, health plan etc.

The city is currently working on a revision of the municipal plan (the master plan), the preparation of green recreational plans for all parts of the city, a traffic plan and a traffic safety plan for the entire city, a strengthening of environmental initiatives among other ways by including comprehensive assessment tools in the planning process such as SMV (strategic environmental evaluation), urban lift projects, and a general policy for open spaces and all of the municipality’s outlying villages in cooperation with the council elected by the villages.
